Modern villa interior design: which features need approval?
Modern villa interior design in Dubai usually comes down to four changes: fewer walls, bigger floor tiles, flat ceilings with hidden light, and more glass. In Emaar communities paint and furniture need no NOC, and Dubai Holding's FAQ keeps internal painting and like-for-like replacement permit-free in the former Nakheel communities. Those four changes are where the approvals start, and the developer's rulebook decides how far each one can go.
How much does a modern villa interior cost in Dubai?
Published villa budgets start at AED 80,000 for part of a villa and AED 250,000 for a full design and fit-out (Spazio), whatever the style. By the square foot, Google's AI Overview puts a mid-range finish at AED 150 to 300 and luxury turnkey work at AED 500 to 800 and above, so the finish level sets the rate. Open plan: can you take a wall out?
Only with the right approval, and in some buildings not at all. Emaar does not permit changes to structural walls in its villas and townhouses, or the removal of walls in its apartments. Town Square lets townhouse owners open or remove interior walls as major works, at AED 2,000 plus a AED 5,000 deposit and a five-working-day review, and apartment owners not at all. Nakheel's 2023 villa codes exempted kitchen and bathroom refurbishment from the NOC only when the wall layout stayed, and Dubai Holding's 2026 rulebook asks for an application for any alteration beyond maintenance and repair, so an opened wall is an application either way.
The authority side follows the structure. In Dubai, a load-bearing change is a modifications transaction filed by a registered consultant. In Abu Dhabi the test is whether the interior spaces change. Move a partition and the contractor's maintenance permit no longer covers the job: a licensed design consultant has to apply for a building permit instead.
Large-format floors: what do buildings allow?
Dubai Municipality counts changing floors as simple maintenance: no permit and no completion certificate, as long as a Municipality-accredited contractor lays them. Apartment buildings are stricter. Emaar towers keep the existing tiles and allow new ones to be laid over them, and Town Square applies the same overlay rule to its apartments, with balconies left out. Townhouse owners in Town Square can replace floor tiles, but it counts as a major work. In Tilal Al Ghaf, even changing a floor covering needs the developer's written consent.
A lowered ceiling with hidden lighting is a common modern request, and the rules on it differ from one address to the next. Dubai Municipality needs no permit for a suspended ceiling, which it classes as simple maintenance. Town Square treats false ceilings as major works, while replacing interior lighting is a AED 160 home improvement. Tilal Al Ghaf needs express approval for a false ceiling used as storage. In Dubai Development Authority zones, the fit-out exemption for ceilings holds only when no fire alarm or firefighting system is moved, added or blocked, which is a sensible test for any new ceiling.
Bigger windows and more glass: where do the rules stop?
At the façade. Nakheel's 2023 villa codes refused excessive enlargement of windows and doors at the front of a villa, new or larger openings that overlook a neighbouring plot, and façade glass with reflectivity above 15 percent. Town Square does not permit widening windows or doors, or adding new ones, at first-floor level. Emaar does not permit changes to the external elevations of its villas. Inside the villa, glass partitions and internal openings are interior work, and the wall rules above apply to them.

The two sources disagree on where mid-range sits, AED 150 to 300 against AED 400 to 680, which is a good reason to ask any firm which tier it is quoting and what that tier contains.
