Design and build vs design only is a choice of contract before it is a choice of style. Under design and build, one firm draws the space, builds it and answers for both. Under design only, you buy a drawing set and a specification, own them, and put them to contractors of your choosing. Prices, paperwork and risk follow from that one decision.

Is design and build or design only the better choice?

Design and build suits a clear scope, one firm licensed for all of it and a date that matters more than a tender: published packages start at AED 10,000 for a studio (Pine Tree Lane) and AED 80,000 for part of a villa (Spazio). Design only suits owners who want drawings of their own and several contractors pricing them: design-only fees run AED 15,000 to 60,000 and up for a whole apartment and AED 40,000 to 150,000 and up for a large villa (Bestimate). The apartment row compares a design-and-build package with a fee for drawings alone, so the design-only figure still needs a contractor's price added before the two totals meet. The same holds for the villa row.

What does each route cost in Dubai?

Put both routes into the same unit first. A design-and-build figure is a project budget; a design-only fee is one slice of a budget, with the build to come. On a villa, Spazio's AED 80,000 to 150,000 buys finished rooms, while Bestimate's AED 40,000 to 150,000 and above buys the drawings for a large villa and nothing on site. For a whole villa Spazio publishes AED 250,000 to past AED 1,000,000 for design and fit-out together, and Ray Fitout AED 600,000 to 2,000,000 and above for luxury turnkey work.

A single design-and-build price hides the design fee unless you ask for it as its own line. Design-only fees are published three ways: 10 to 20 percent of the project (AI Designs, Euphoria Interiors), a rate from AED 120 a square metre on large villas (Couture), or a flat AED 20,000 to 150,000 and up (AI Designs). The fee comparison keeps every figure with its source.

Who carries the risk when something goes wrong?

Under design and build, a drawing error and a building error belong to the same firm, which spares you the argument over whose fault it was. It also removes the outside eye: nobody checks the build against the drawings unless you pay someone to. Under design only, the designer can inspect the contractor's work against a set you own, but a gap between drawing and site turns into a dispute between two firms.

Some risks do not change with the route. In Dubai, décor works are carried out by a Municipality-accredited contractor either way, and structural change needs a registered consultant, so check that whoever you sign with holds the activity for the work or names the partner who does. In Emaar communities the 2026 rules put one risk on the owner in every case: residents bear sole responsibility for violations committed by the contractors they appoint.

Three projects, two routes

  • A studio or one-bedroom refresh with no walls moving suits design and build: one package, one contract, and published prices from AED 10,000 (Pine Tree Lane).
  • Part of a villa, two or three rooms, works either way. Set Spazio's AED 80,000 floor for design and build against a design-only fee plus two contractor quotes on the same drawings.
  • A whole villa with layout changes leans to design only, so the drawings are yours to tender. A registered consultant files the modification on either route.

Where design only wins

When the drawings are the asset. Design only lets you tender one set to several contractors, keep the designer on as your inspector and change builders without redrawing. It suits owners who expect to phase the work over years or to let the property, since the drawings stay with them. Dubai Municipality publishes guidance contract forms for engineering consulting services, a neutral text to start a design-only contract from.

Where design and build wins

When one firm can hold the whole job. Dubai Municipality runs a separate qualification and registration route for design-and-build contractors under Circular 224, and a firm on that route, or one registered for Decoration Design and Implementation on a décor-only scope, can take the brief to handover under one signature. It suits a fixed deadline and an owner who would rather manage one contract than two. Either way, our comparison brief puts both routes to firms at once, so you choose with prices in hand.

Choosing a route

Can I start with design only and let one firm build it?
Yes. A finished drawing set can go to any contractor, a design-and-build firm included, which then prices it as a build. Check first that the design contract passes the drawings to you once they are paid for.
Who owns the drawings under design and build?
The contract decides. If you may want another builder later, or want the drawings for a future sale, ask for them to pass to you on payment, in writing, before you sign.
Does design only take longer?
It adds a tender round between drawing and site, which design and build skips. Approvals take the same time on either route: Emaar, for example, decides a minor or major works NOC within 3 business days of a complete file.
Which route suits a rented apartment?
Either, after the owner agrees: Dubai Municipality's décor circular makes the owner's approval a condition of a tenant's works. For a small scope, a studio package such as Pine Tree Lane's AED 10,000 to 25,000 saves a separate tender.
Can I hire a designer to check a design-and-build firm?
Yes, as a separate appointment. It restores the outside check that design and build removes. Agree the visits and the report format in advance, and let the design-and-build firm know it will be inspected.
